La visione statale di Carlo, dal 1734 primo sovrano della dinastia, richiedeva<br \/>\nche nel suo regno si sviluppasse un efficiente settore marittimo e che fossero disciplinati tutti gli aspetti relativi al commercio via mare, dai bastimenti agli equipaggi, dalla navigazione alle operazioni in porto, dalle costruzioni navali alla formazione professionale nautica. Supportato dalla illuminante collaborazione del fedele Bernardo Tanucci, in questa ottica furono emanate nuove<br \/>\nprammatiche, incluse nel titolo De officio Nautis et Port\u00f9bus, intese a sanare alcuni dei guasti pi\u00f9 dannosi per la marineria meridionale.
